Download an Oman MLS answering an invoice

/api/v1/oman/transactions/:transaction_id/mls

The stored MLS (UBL ApplicationResponse) answering one of the organisation's Omani invoices, unaltered. leg=received: the buyer's access point's MLS on the invoice. leg=authority: the Oman Tax Authority's MLS on the invoice's Tax Data Document. Both are received by GoRoute under its own service-provider identity. 404 MLS_NOT_AVAILABLE until that MLS has been received.
