Which invoice fields a country needs

The invoice requirements of the country's pack, enabled on this platform or not: per document type, the canonical fields its checks refuse a send without (severity error) or record (warning), each with the condition it applies under, the identifier schemes they accept with their check rules, and the code lists they apply. A country with no pack answers the Peppol BIS 3.0 baseline. baseline repeats that baseline when the pack's requirements extend it. 404 COUNTRY_INVALID when the code is not an ISO 3166-1 alpha-2 country.
