List Invoice Periods

GET 
/api/v1/drafts/periods

Year/month rollup of invoices by issue_date for the sidebar accordion.

Drafts without an issue_date are bucketed under year=null. Counts split by email_sent_source so the UI can show "imported" vs "sent via GoRoute" vs "not sent" totals.
