Report connector-side rule firings (Gate 0-1) into the failure corpus

The connector half of the corpus (plan §5).

An ERP connector's Check refusal happens on a machine we do not run, so the only way those firings reach the corpus is the connector telling us. This endpoint is that path: batched, deduplicated at the database, and deliberately tolerant — a malformed outcome is dropped and counted, never a 4xx, because a connector must not fail its user over telemetry.
