Submit a Norwegian power of attorney (fullmakt)

/api/v1/participants/:participant_id/authority

Norway only (scheme 0192). Upload the power of attorney signed by a person the register lists with signing rights (general manager, board chair or member, partner, proprietor, signature or procuration holder), naming that person in authorised_by. GoRoute reviews it and publishes the participant; until then it is not on the network.
