Trigger manual code list sync (admin only).

This is for emergency updates when OpenPeppol releases a critical update outside the normal weekly sync.

Args: dryRun: If true, validate but don't activate force: If true, re-sync even if version/checksum match

Returns: Sync result with status and version info
