Agent uploads a diagnostics zip

/api/v1/connectors/:connector_id/agent/diagnostics

multipart/form-data: file (a zip, at most 20 MB: log tail, config WITHOUT secrets, status, readiness) and optionally command_id. Stored in object storage under the organisation for 30 days; report the returned artifact_id in the command result. 413 DIAGNOSTICS_TOO_LARGE, 422 DIAGNOSTICS_NOT_A_ZIP, 503 STORAGE_UNAVAILABLE.
