Download and decrypt a signed e-invoice

/api/v1/nigeria/decrypt

Calls GET base_url/api/v1/invoice/download/{IRN} and decrypts the AES-256-CFB envelope (key = pub + first segment of the api key). not_found: true when NRS has no signed invoice for the IRN.
