Generate the QR code for an IRN

/api/v1/nigeria/qr

Builds the NRS QR payload — RSA-PKCS#1 v1.5 encryption of {irn: IRN.<unix ts>, certificate} with the NRS public key of the selected business — returns the Base64 signature and a PNG, and verifies it with NRS verify_stamp when credentials are configured. The business's own cryptographic bundle is used so the issuer NRS returns is the supplier.
