Generate the QR code for an IRN

Builds the NRS QR (the IRN and the business's own certificate, RSA-encrypted with NRS's key) and checks it with NRS verify_stamp. Only the business's own keys are used: a business without keys gets 400 C5_NG_BUSINESS_KEYS_REQUIRED; NRS's demo business and sample certificate are never used.
