Is a buyer reachable through NRS?

GET
/api/v1/nigeria/lookup/tin/:tin

NRS lookup/tin/{TIN} with the Access Point key (the organisation's, else its service provider's): the access point the TIN's business uses and whether it is up. The TIN comes back masked, as NRS gives it; found false when NRS knows no business under the TIN.
