Transmit an invoice now

POST 
/api/v1/nigeria/invoices/:transaction_id/transmit

Makes the nrs_transmit leg due now (a held one is released); creates it for an invoice issued with transmit false. Never for B2C; a finished leg is not re-driven. Only the supplier's access point can transmit: for a supplier on another access point the answer is 409 C5_NG_SUPPLIER_ON_OTHER_ACCESS_POINT, with a message naming it (a waiting transmission is ended).
