Update NRS settings

Store the taxpayer, System Integrator and Access Point keys (sealed in the credential store, never echoed back), the base URL (SSRF-screened; a new URL needs every stored key re-entered), the default business and auto-acknowledge; re-discovers the businesses (their keys are kept). NRS's demo business is never the default. The role is platform-owned: only a super admin may change it (422 C5_NG_ROLE_PLATFORM_OWNED).
